COUNCIL MEETING MINUTES

January 5, 2026

6:30 PM

CALL TO ORDER — Mayor Link called the meeting of the Edgewood City Council to order at 6:30 pm. The following council members were present: Ben Barlage, Joe Messmer, W. Jamie Ruehl, Jeff Schreiver, Bridget Grady Spears, and Rob Thelen. Also, in attendance were City Administrator Brian Dehner, City Clerk Belinda Nitschke, and City Attorney Frank Wichmann. Other staff members present: Fire Chief, Tom Dickman and Police Chief, James “Jimmy” Kreinest. Council Member Scott Spille was absent.

INVOCATION AND PLEDGE OF ALLEGIANCE

CITIZENS DESIRING RECOGNITION ON LEGISLATIVE MATTERS NOT ON THE AGENDA – None

APPROVAL OF AGENDA — Mr. Dehner asked that Ordinance 2026-01-01 — Qualified Manufactured Homes Text Amendment be added as item #10.

APPROVAL OF MINUTES — December 15, 2025 Council Meeting Minutes — Mr. Schreiver made a motion to approve the December 15, 2025, minutes as written; second by Mr. Barlage. Motion passed: 6 ayes — 0 nays.

REPORT/PRESENTATIONS – Mayor’s Report — Mayor Link thanked the residents for their participation in the Home Decorating Contest and commented how beautiful it made the city look. Jude Hehman stepped down as the Mayor of Ft. Mitchell and was appointed as the new Kenton County Sheriff on January I st and will finish out Sheriff Korzenborn’s term as he retired on December 3 1 st. KLC City/Day night will be held on February 25 th in Frankfort. Eggs & Issues with the NKY Chamber of Commerce will be held on January 20th at 9: 15am at Receptions in Erlanger. Mayor Link stated that the legislature is meeting tomorrow and KLC will keep us updated. The legislative session ends on April 15 th .

UNFINISHED BUSINESS – Ordinance 2026-01-01 – Qualified Manufactured Homes Text Amendment – Mr. Dehner stated that PDS passed and recommended that the city add this to our zoning due to House Bill 160. Due to this bill the city is required to add qualified manufactured homes to our zoning ordinance. Mr. Dehner stressed that these are not mobile homes but pre-manufactured homes that would meet all our zoning requirements.

NEW BUSINESS — The January 19th council meeting is cancelled as per City Ordinance due to Martin Luther King, Jr. Federal holiday.

ORDINANCES, MUNICIPAL ORDERS, AND RESOLUTIONS – Ordinance 2026-01-01 – Qualified Manufactured Homes Text Amendment — 1 st reading. Summary: adding Qualified Manufactured Homes to the Zoning Ordinance. Mr. Wichmann read the following: AN ORDINANCE OF THE CITY OF EDGEWOOD, IN KENTON COUNTY, KENTUCKY, AMENDING ARTICLES Vll, IX AND X OF THE OFFICIAL ZONING ORDINANCE OF THE CITY OF EDGEWOOD, KENTUCKY

TO: (1) AMEND THE DEFINITION OF QUALIFIED MANUFACTURED HOMES; AND (2) AMEND THE DEFINITION

OF SINGLE FAMILY DETACHED DWELLING TO INCLUDE QUALIFIED MANUFACTURED HOMES; AND (3)

REMOVE QUALIFIED MANUFACTURED HOMES AS A SEPARATE USE; AND (4) REMOVE USE SPECIFIC STANDARDS FOR QUALIFIED MANUFACTURED HOMES; AND (5) MAKE OTHER NECESSARY REVISIONS FOR COMPLIANCE WITH KENTUCKY HOUSE BILL 160.

ANNOUNCEMENTS

  • Register now for Qi Gong Classes, Thursdays in February at Liberty Hall from I — 1:45 pm.
  • Edgewood Ice Skating Night at NKY Ice Center, March 1 st 3:30 — 5:30 pm, must show proof of residency, event is limited to the first 150 attendees.
  • Save the Date: Edgewood Mystery Dinner is March 14th at Liberty Hall
