COUNCIL MEETING MINUTES

February 2, 2026

6:30 PM

CALL TO ORDER — City Administrator Brian Dehner requested nominations to appoint a council member to chair the meeting, in the absence of Mayor Link. Mr. Messmer made a motion to nominate Mr. Schreiver; second by Mrs. Spears. Motion passed: 7 ayes — 0 nays. Mr. Schreiver called the meeting of the Edgewood City Council to order at 6:30 pm. The following council members were present: Ben Barlage, Joe Messmer, W. Jamie Ruehl, Jeff Schreiver, Bridget Grady Spears, Scott Spille and Rob Thelen. Also, in attendance were City Administrator Brian Dehner, Senior Deputy Clerk Michelle Frisch, and City Attorney Frank Wichmann. Other staff members present: Fire Chief, Tom Dickman, Police Chief, James “Jimmy” Kreinest, General Services Director, Rick Lunnemann and Program Coordinator, Lucas Elam.

APPROVAL OF AGENDA — Mr. Schreiver asked to add discussion of the intersection at Dudley Road and Winterbourne Road under new business as item #21.

APPROVAL OF MINUTES – January 5, 2026 Council Meeting Minutes – Mr. Ruehl made a motion to approve the January 5, 2026, minutes as written; second by Mr. Messmer. Motion passed: 7 ayes — O nays.

REPORT/PRESENTATIONS – StaffReports – City Clerk, Fire, General Services, Police and Recreation -Mr. Dehner gave an update on the Dudley Road project. The project is currently going through the historical and environmental reviews and are going well. Mr. Dehner updated council on the Elmwood sidewalk project. The ROW is complete and we are now waiting on the state approval hopefully by February. The project may start in April 2026. Mr. Dehner stated that they have started the engineering on the Thomas More Parkway grant and met with KYTC. The start of this project will be in January/February of 2027 to let the NKY Water District and Sanitation District complete any work prior to the start of the project. Mr. Dehner stated that the state is in legislative session right now and there are several bills that will deal with home rule that the city and council will need to pay attention to. Mr. Ruehl asked for an update on Dudley Road Phase Ill. Mr. Dehner stated that they are looking at bidding the project later this year and hopefully will start in late spring of 2027. Mr. Ruehl asked about putting stipulations in the contract for the contractor to complete the project within a certain timeframe. Mr. Dehner stated that we could but for every stipulation you add to the cost of the project and the best way to finish the project on time is to stay on the contractor. Mr. Ruehl asked for frequent communication on the project status. Mr. Schreiver asked that the contractor complete one section before moving onto another. Mr. Schreiver wanted to thank General Services for the great job they did in clearing the roads during the last snow storm. Mr. Ruehl asked Mr. Lunnemann about mailbox replacement. Mr. Lunnemann stated that they should call up to the city building and we will take care of it. Mr. Ruehl asked how long do the solar lights last at Presidents Park. Mr. Lunnemann stated that they last about 15 years and the new ones will be a newer generation model. Mr. Ruehl asked if the shoulder at the intersection of Turkeyfoot and Dudley Road will be widened during construction. Mr. Lunnemann stated that there would be an extension of the lane. Mr. Lunnemann stated that his crew worked from Saturday 8pm to Tuesday at 4pm around the clock clearing the roads from the snow storm.

Mr. Elam, Program Coordinator reported to council on the following: Qi Gong classes start this Thursday, the Mystery Dinner in March is full, he has been scheduling the baseball fields and scheduling for the summer concert series is almost complete.

UNFINISHED BUSINESS – None

NEW BUSINESS — The Febmary 16th council meeting is cancelled as per City Ordinance due to Presidents Day federal holiday.

Intersection of Dudley Road and Winterbourne Road discussion — Dr. Spille described to council the limited visibility to the right at the intersection especially when cars are stacked and the problem with drivers speeding into the stop sign. Council discussed possible solutions of a mirror, stop sign, etc. Mr. Messmer requested a min-or at Dudley Road and Sperti Drive as well. Mr. Dehner stated that he would discuss the situation with our engineer to come up with a solution.

ORDINANCES MUNICIPAL ORDERS AND RESOLUTIONS – Ordinance 2026-01-01 – Qualified Manufactured Homes Text Amendment — 2nd reading. Summary: Amending Qualified Manufactured Homes in the Zoning Ordinance. Mr. Wichmann read the following: AN ORDINANCE OF THE CITY OF EDGEWOOD, IN KENTON COUNTY, KENTUCKY, AMENDING ARTICLES Vll, IX AND X OF THE OFFICIAL

ZONING ORDINANCE OF THE CITY OF EDGEWOOD, KENTUCKY TO: (1) AMEND THE

DEFINITION OF QUALIFIED MANUFACTURED HOMES; AND (2) AMEND THE DEFINITION OF

SINGLE FAMILY DETACHED DWELLING TO INCLUDE QUALIFIED MANUFACTURED HOMES;

AND (3) REMOVE QUALIFIED MANUFACTURED HOMES AS A SEPARATE USE; AND (4) REMOVE

USE SPECIFIC STANDARDS FOR QUALIFIED MANUFACTURED HOMES; AND (5) MAKE OTHER NECESSARY REVISIONS FOR COMPLIANCE WITH KENTUCKY HOUSE BILL 160. Dr. spille made a motion to adopt Ordinance 2026-01-01; second by Mr. Ruehl. Motion passed: 7 ayes — 0 nays.

ANNOUNCEMENTS

  • Register now for Qi Gong Classes, Thursdays in February at Liberty Hall from 1 — 1 pm. Edgewood Ice Skating Night at NKY Ice Center, March 1 st 3:30 — 5:30 pm, must show proof of residency, event is limited to the first 150 attendees.
