COUNCIL MEETING MINUTES
May 4, 2026

CALL TO ORDER – Mayor Link called the meeting of the Edgewood City Council to order at 6:30 pm. The
following council members were present: Ben Barlage, Joe Messmer, W. Jamie Ruehl, Jeff Schreiver, Bridget
Grady Spears, Scott Spille, and Rob Thelen. Also, in attendance were City Administrator Brian Dehner, City Clerk
Belinda Nitschke, and City Attorney Frank Wichmann. Other staff members present: Fire Chief Tom Dickman.
INVOCATION AND PLEDGE OF ALLEGIANCE

APPROVAL OF AGENDA – Approved
APPROVAL OF MINUTES —April 20, 2026 Council Meeting Minutes —Dr. Spille made a motion to approve the
April 20, 2026, minutes as written; second by Mr. Messmer. Mr. Schreiver abstained. Motion passed: 6 ayes —1
abstention.
REPORT/PRESENTATIONS —FY 2024/2025 Audit Presentation —Stephanie Huhn with Bramley & Ackley,
PSC —Ms. Huhn presented the independent auditor’s findings of the city’s financial statements from July 1, 2024 —
June 30, 2025, The auditor stated they have issued a clean or unmodified opinion on the financial statements and it
says they were fairly presented in all material respects in accordance with US generally accepted accounting
principles. Ms. Huhn stated that the financial statements including the net position and the balance sheet and the city
was in a good financial situation as of June 30, 2025. Ms. Huhn explained that the city will be receiving opioid
funds for the next twelve years and that this revenue will be deferred until it is used. Ms. Huhn stated that no
deficiencies were found in internal controls to be considered material weaknesses and tested for certain laws and
regulations and found no instances of non-compliance within the city. Mr. John Chamberlin, Chamberlin, Owen &
Co, the accounting consultants for the city, explained their role in ensuring internal controls, reconciling bank
accounts and creating the financial statements for the audit. Mr. Chamberlin explained in regards to the opioid
funds, in governmental accounting that once you know the total amount you must include that amount as a long term receivable as deferred revenue and then you acknowledge it as it is expended. Mr. Schreiver made a motion to
accept the FY 2024/2025 Audit as presented; second by Mr. Thelen. Motion passed: 7 ayes —0 nays.
Mayor’s Report – Mayor Link stated that the dust is settling after the legislative session. Representative Stephanie
Dietz or Senator Christopher McDaniel will come to a meeting to discuss the laws passed during the legislative
session. Mayor Link encouraged people to get out and vote on Tuesday, May 19, 2026. The city has worked in
conjunction with HomeServe offering sewer and water line protection to residents for a nominal fee for 15 years and
it serves 547 customers in the city.

ORDINANCES, MUNICIPAL ORDERS, AND RESOLUTIONS -—Ordinance 2026-04-02 —1977-24 Zoning
Text & Map Repeal and New Adoption —2″! reading: Mr. Wichmann read the following: AN ORDINANCE OF
THE CITY OF EDGEWOOD, IN KENTON COUNTY KENTUCKY REPEALING AND REPLACING
THE OFFICIAL ZONING TEXT AND MAP OF THE CITY OF EDGEWOOD NO. 1977-24, AS
PREVIOUSLY AMENDED FROM TIME TO TIME; AND SIMULTANEOUSLY ADOPTING A NEW
ZONING TEXT AND MAP AS THE OFFICIAL ZONING TEXT AND MAP OF THE CITY OF
EDGEWOOD, KENTUCKY. Dr. Spille made a motion to adopt Ordinance 2026-04-02; second by Mr. Ruehl.
Motion passed: 7 ayes —0 nays.
Resolution 2026-03 —Authorizing Mayor to sign MRAF Contract and Agreement for FY26/27. Dr. Spille made a
motion to approve Resolution 2026-03; second by Mr. Schreiver. Motion passed: 7 ayes 0 nays.
ANNOUNCEMENTS
– Join us May 25″ at 10:am in Freedom Park for the Annual Memorial Day Ceremony.
– City Shred Event in Freedom Park, Saturday June 6″ from 9am —noon, proof of residency is required.
– Tuesday Night Summer Concert Series kicks off with Doghouse on June 9″ at 7:pm in Presidents Park.
