COUNCIL MEETING MINUTES
May 18, 2026
6:30 PM
CALL TO ORDER – Mayor Link called the meeting of the Edgewood City Council to order at 6:30 pm. The following council
members were present: Joe Messmer, W. Jamie Ruehl, Scott Spille, and Rob Thelen. Also, in attendance were City Administrator
Brian Dehner, Senior Deputy City Clerk Michelle Frisch, and City Attorney Frank Wichmann. Other staff members present: Fire
Chief Tom Dickman, Asst. Fire Chief James Schaefer, Police Chief James “Jimmy” Kreinest, General Services Director Rick
Lunnemann and Program Coordinator Lucas Elam. Council members Ben Barlage, Jeff Schreiver, and Bridget Grady Spears were
absent.
INVOCATION AND PLEDGE OF ALLEGIANCE
CITIZENS DESIRING RECOGNITION ON LEGISLATIVE MATTERS NOT ON THE AGENDA —None
APPROVAL OF AGENDA – Approved
APPROVAL OF MINUTES —May 4, 2026 Council Meeting Minutes —Mr. Thelen made a motion to approve the May 4, 2026,
minutes as written; second by Dr. Spille. Motion passed: 4 ayes —0 nays.
REPORT/PRESENTATIONS -—Proclamation 2026-01 —National Public Works Week —Tyler Hill, President ofthe Kentucky
APWA read the proclamation and presented the proclamation along with Mayor Link to General Services Director Rick Lunnemann.
Mayor Link thanked Public Works for all the hard work they do and everything they do behind the scenes.
Mayor’s Report – Elections will take place tomorrow May 19″, make sure to get out and vote. One of the state legislative officials will
be coming to a council meeting to present the legislation passed this last session and how it will affect the cities.
UNFINISHED BUSINESS —None
NEW BUSINESS – Mr. Dehner passed out the city’s ordinance on the operation of bicycles, motorized scooters, mopeds and
motorcycles to council to review due to the increased activity and complaints regarding motorized scooter, bicycles, and motorbikes
operating on the city sidewalks. Mr. Dehner stated that the city receives complaints daily and the current ordinance is 22 years old.
Council discussed many solutions to the problem and instructed City Attorney, Frank Wichmann to look into legal solutions to the
issue.
ORDINANCES, MUNICIPAL ORDERS, AND RESOLUTIONS —None
Mr. Ruehl asked for an update on the Charter Oak project. Mr. Lunnemann stated that the project will consist of three phases. They
are currently working with the utility companies to identify any utilities that will need to be moved. The city will be holding a public
hearing at Liberty Hall on June 10, 2026 at 6pm to discuss the project.
ANNOUNCEMENTS
– Join us Monday, May 25″ at 10:am in Freedom Park for the Annual Memorial Day Ceremony.
– City Shred Event in Freedom Park, Saturday June 6″ from 9am —noon, proof of residency is required.
– Tuesday Night Summer Concert Series kicks off with Doghouse on June 9th at 7:pm in Presidents Park.
